Special law to create the Strategic Petroleum Reserve to support the national currency of Venezuela

The bolivar, the national currency of Venezuela is totally destroyed. Suffice it to say that in 1999 when Hugo Chávez assumed the Presidency of the Republic, the bolivar / dollar exchange rate was 540 bolivars per dollar. Today, Friday July 16, 2021, the price of the dollar is 3,700,000 bolivars per dollar. But if the 8 zeros eliminated from the currency from 1999 to now are added, the real price of the dollar today is 370,000,000,000,000 bolivars, something unusual, incredible, that has happened very few times in the world.

To respond to this terrible reality, I have proposed together with SB Sociedad de Bienestar @SbSociedad a Comprehensive Reconstruction Program for Venezuela, which considers as a central point the recovery and strengthening of the national currency and for this I have proposed the creation of a new equivalent currency 1 to 1 to the dollar of the United States of America, thus following the example of other countries such as Germany, Argentina and Brazil that in similar circumstances adopted this measure to stop the devaluation, end hyperinflation and recover their economies.

Venezuela on its soil has two resources of great value: gold and oil. For this reason, I have proposed the creation of a Strategic Petroleum Reserve extracted from the subsoil and kept in large deposits whose monetary value is exclusively dedicated to serving as a backing for the national currency. In this way, the national currency would cease to be a fiat currency, without material support, and would become a representative currency with real value, material, tangible value, represented by a permanent world demand good such as oil.

For the purposes of creating the Strategic Petroleum Reserve to support the national currency, a Special Law or Decree Law is necessary in which its essential aspects are defined.

The Strategic Petroleum Reserve must be in the national territory of Venezuela but if necessary it can also be established in other countries with technical capacity to house the necessary quantities of oil.

What is the ideal government? Corrupt and incapable parties generate corrupt and incapable governments

The ideal government is one that guarantees justice and economic and material well- being for citizens, but very few countries in the world have this type of government.

1. The Country Project

The Country Project is the main thing and what determines justice and well-being.

The political practice followed by most countries up to now has presented as opposed objectives the interests of the majority of the population, which are the workers and the middle class, with the interests of the minority owners of power and wealth. It is the thesis of the class struggle that in one way or another has been present from the 19th century until now.

2. The ideal project

But the ideal is that the Country Project represents a balance, that is, that it benefits equally the majority of workers and the middle class and the minority owners of power and wealth.

Social class cooperation: a different alternative

Contrary to the class struggle thesis, I believe that cooperation between social classes is possible to achieve the higher objective of the common welfare of citizens. A good example in this regard is fiscal policy that can equally incentivize essential consumption and investment with balanced and fair taxes.

3. Access to power

The main problem is that in most countries it is the corrupt and incapable parties that hold power and it is very difficult for the rest of the citizens to build different organizations to replace them.

Some countries have made progress in this regard and allow citizens, individually, without party support, to run for popularly elected positions, such as President, parliamentarians and governors, but it is a very difficult task.

4. The alliance of power factors different to political parties, a way to reach power

The alliance between power factors different to political parties, that is, the alliance between business institutions, large labor unions, colleges or professional unions, different churches, universities, scientific corporations and other institutions of society can be the way to achieve power and the basis of a successful government capable of guaranteeing justice and economic and material well-being.

¿Cuál es el gobierno ideal? Partidos corruptos e incapaces generan gobiernos corruptos e incapaces

The State Information Policy as an instrument for the promotion of economic and social development, a common theme for developing nations

This has been a priority topic of my conferences and press articles since 1973. At that time I wrote my first paper on the subject and this later motivated its incorporation into the V Plan of the Nation of Venezuela 1974/1979. In the following years and until now it has been, therefore, a central object of my concern and this is reflected in the Political Proposal of SB Sociedad de Bienestar, the new political institution that we are trying to create in Venezuela since 2019.

1. Why?

I believe that individual attitudes when they become collective attitudes define the direction of society. If these individual attitudes are oriented towards the positive, society progresses and, vice versa, when those individual attitudes, transformed into collective attitudes, are oriented towards the negative, society stagnates, regresses.

2. The four great areas

I think that the State, through its Information Policy, can and should be a great motivator, promoter of positive collective attitudes, among them: a) respect for the laws, b) the norms of behavior in social life and the vehicle transit c) to respect for nature and the environment and d) to ethical economic conduct, far from usury and speculation.

3. What to do?

In consensus and with the collaboration of the media and the institutions of the private sector of the economy, the State must design and implement an Information Policy for Economic and Social Development that covers the four major areas mentioned above.

The Information Policy would have two essential channels for its implementation: a) Large Information Campaigns through the media and b) All institutions of the educational system.

4. What would be the main messages to spread?

Based on the four large areas defined in point 2:

a) Respect for the laws and the consequences of not doing so b) Respect for the community, neighbors, rejection of annoying noises, loud music, alcohol consumption on public roads, leaving pets free without a muzzle and chain, to litter the public road with pet excrement, to throw garbage and debris into the street, to respect traffic rules, traffic lights, crosswalks, speed limits and the consequences of not doing it for the offender, c) Take care of the trees and not cut them down and the severe penalties that those who do it will incur d) The rejection of usury and speculation, the unjustified increase in prices, the artificial scarcity to cause price increases and the recognition and approval of the society to the ethical conduct in the commerce.

5. The power of information

In today's world, information and the media have a decisive influence on the social behavior of citizens and are, consequently, the most important instrument of social change. Therefore, any political, economic and / or social reform must be based on the use of the media as an instrument to achieve the objectives of change. (1)

6. Legal reforms

For the success of the Information Policy, it is necessary that it be accompanied by the pertinent legal reforms that allow the conduct of offenders to be duly punished.

7. Theme common to developing nations

I have raised this issue taking into account the particular situation of Venezuela, but the general idea and its application is feasible in nations with situations analogous to those of Venezuela.

Venezuela, Elections for what?

A political change in Venezuela is essential because the current rulers destroyed the country.

Political change in a democratic nation is realized through elections.

But in the case of Venezuela, elections under the current circumstances would not necessarily mean a brake on the destruction caused so far or a solution to the great problems such as the exodus of thousands or millions of people due to the devastation of the country, hyperinflation and the destruction of wages, the recovery of oil, agricultural and industrial production, of public services of water, electricity, gas, hospitals, education, roads and communications, the effective fight against crime or a new education that promotes new patterns behavior in citizens.

1. Next I will explain why:

a) In the so far (February 2021) 21 years of the Chavismo government, the political parties of the so-called opposition have not been able to articulate a successful political strategy to electorally defeat their contender.

b) In those 21 years, neither the opposition parties nor the individual political leaders have been able to present to the nation a serious, coherent, feasible Country Project with concrete solutions to the great problems that plague society.

c) The opposition parties and the top of their leadership have been repeatedly mentioned in acts of corruption. The most recent incidents have been denounced, among others, by large international media such as the Washington Post, the most influential and important political newspaper in the United States and the Telemundo television network of that same country, and newspapers in Latin America and Spain such as the ABC from Madrid and El País and also by independent media in Venezuela. The allocation of funds from the billion-dollar humanitarian aid to foundations belonging to the wives of the main political leaders and to foundations of leading figures of those same parties, the million-dollar hiring of foreign law firms for the alleged defense of the interests of Venezuela with money belonging to the Republic managed by the opposition in foreign banks, the dubious administration of PDVSA in the United States and Citgo and the appointment of unqualified people to run these companies, complaints made by qualified spokespersons of the opposition itself, the handling of funds as in the case of the concerts in Cúcuta, the complaint by the opposition ambassador in Colombia about the irregular handling of humanitarian aid money and protection of the exiled military in that country, the complaint by a Colombian senator about irregular events in Monómeros Colombo Venezolanos and the alleged relation between party leaders and known people accused of corruption are just some of the irregular actions to which the opposition parties and their leadership have been linked.

2. The great question that arises from the consideration of these types of facts is therefore the following:

Can Venezuela solve its serious moral, ethical, political, economic and social crisis with those parties and that leadership?

We leave the answer to your conscience, Mr. Reader.

3. What we do have a duty to say is what, in our opinion, are the qualities and conditions that a new leadership and new parties should meet to mitigate and resolve the serious problems of Venezuela as far as possible. Those qualities and conditions are:

a) Absolute practice of ethical and moral values

b) Political and technical capacity

4. A leadership and parties without moral and ethics that moreover are not capable of creating a project to address the major problems mentioned above do not deserve to lead Venezuela and if, due to one of those serious errors that occur in the historical development of nations, that leadership and parties were to being elected in a new electoral process would be a total failure and not only would not solve the current crisis but would multiply and deepen it.

5. I, Pablo Rafael González, am 72 years old. My horizon of life is therefore limited, but when I see the great adversity of the country and when observing the inaction and incapacity of those who supposedly should present a solution to the disaster that threatens the progressive dissolution of what remains of the nation, I have considered my duty as a son of this land to contribute to the search for a solution. For that reason, in September 2019, I presented the alternative of SB Welfare Society and a Project in which the Great Strategic Objectives of the Nation and the way to achieve them are defined. (i)

6. The conclusion and answer to the title of this document is therefore very simple: elections would be of no use in Venezuela if an honest, ethical, politically and technically trained government does not emerge from them and with a Project of concrete solutions to the serious problems of the nation. The first thing, then, must be to build a great political movement of these characteristics and its respective program of solutions. I believe that SB Sociedad de Bienestar is that new political movement.
